Kennedy Makes the Law; Doesn't Follow It

Rep. Patches Kennedy (D-RI), apparently drunk as a skunk, isn't required to follow the laws that Congress creates. He gets in a car accident near the Capitol at 2:45 am with his car lights off, stumbles out of his car, claims that he is late for a vote, and then is given a ride home by two police sergeants. Most drunk drivers could only hope to get such treatment.
