Chinese Gov't Preventing Sellouts at Olympics?

According to the London Times, it is becoming less of a mystery why certain Olympic events are only partly filled. The Times says that the Chinese government has withheld thousands of tickets to prevent large Chinese crowds from gathering.

The biggest fear of a communist government has always been large gatherings of citizens (remember Tiananman Square?) and I think this is a very plausible explanation.
