Obama Secretly Urged Postponed Deal in Iraq

According to Iraq's Foreign Minister Hoshyar Zebari, Barack Obama on his visit to Iraq secretly urged him to postpone any deal to withdraw U.S. troops until after the November election.

Apart from overtly playing with Iraq's future to gain a political advantage, isn't anyone bothered that Obama is trying to institute his own foreign policy? I suppose that after Nancy Pelosi's efforts to pursue her own Syrian policy, no one even bats an eye anymore, but there was a time when this would have produced outrage.
