New Urban Vehicle from GM and Segway

Segway and GM are introducing a new "urban vehicle," which they say will help reduce oil, reduce emissions, etc.

Where are these vehicles supposed to be driven? Anyone who drives to work understands how annoying it is to drive behind a bicycle commuter who takes up a car lane. Second, what's going to happen if this gets in an accident with an SUV? Looks like an interesting idea, but I hope they don't start showing up on the roads anytime soon.
