I'm pretty sure that Kyoto has zero chance of getting through Congress, but the interesting quote about the treaty comes from Margot Wallstrom, VP of the European Commission: The Kyoto Protocol is "not a simple environmental issue . . . this is about international relations, this is about economy -- about trying to create a level playing field."
