Democrats Don't Need Rules on Rescue Pkg

OK, so the financial rescue package is supposed to avert an Armageddon. If we don't pass this, we will have bank runs and so forth. So when Hank Paulson asked for the each party of each house to send one representative to negotiate the final details, the House and Senate GOP each sent one. The Senate Dems sent five and the House Dems sent 3. Who's trying to blow this up?
