Biden Foresees a Weak Obama Response to Dictator

Joe Biden claimed that Obama will be "tested" in his first six months in office by some international emergency - i.e. a dictatorship (Russia, Venezuela, Iran, etc.) and his response might appear to be wrong by Americans - ie. he is going to look very weak.
