California's Budget Troubles

Read the AP article on California's woes. What's wrong with this statement?

California's budget deficit will grow to $28 billion through June 2010 unless lawmakers take bold action, possibly including a hike in the state income tax, the Legislature's nonpartisan analyst said Tuesday.

Is it really bold to raise income tax rates? Of course not. What would really be bold is for the Governor to say that, due to a 45% increase in the state budget over the past four years, he is proposing to decrease spending by 20-25% to revert to a more normalized expense growth rate.

What's wrong with this statement?

...Another option is to boost the licensing fee on vehicles, which Schwarzenegger cut when he took office in 2003. That action cost the state about $6 billion a year.

Why does the government assume as a base line that everything belongs to them? It didn't "cost" the state anything; it allowed people to keep what was theirs. What "costs" the state money are expenses: welfare, universal health care for illegal aliens, increased bureaucracy, pay raises, etc.
