No Pardon for Scooter Libby

It appears that Scooter Libby will not receive a last minute pardon from President Bush. While I'm not in favor of last minute pardons (particularly to fugitives like Marc Rich who simply get pardons because of large donations to the presidential foundation), the only reason Libby was convicted in the first place was because President Bush didn't fight hard enough to eliminate the infighting at the State Department (ie. Colin Powell and Dick Armitage) and CIA that flew in the face of his own objectives. I believe Bush owed it to Libby for his conviction based on very flimsy evidence.
