Not Counting Every Vote

It seems that we hear complaints every election now, primarily from the Democratic side, to "count every vote." I think counting every vote is a good thing (though I believe in counting votes only once). However, a recent report by the National Defense Committee found that the votes of approximately 25% of our soldiers were disenfranchised in the 2004 election.

"The disenfranchisement rate we show is bad enough, but we think that our report probably understates the problem because we are relying on voluntary responses from election officials," the report said.

We hear about "disenfranchising" felons, illegal immigrants and those who can't figure out how to punch a ballot properly, but for some reason, we don't hear much about our soldiers' disenfranchised ballots. Could it be because they vote overwhelmingly for Republicans?
