Remembering 9/11 - What if Gore had won

In the spirit of remembering 9/11, let's be thankful the country had a courageous leader at the helm. DJ Drummond over at Polipundit however, has a guess as to what would have happened, had Gore been our president. He's probably not far off, although I actually do believe Gore would have made some token military response. I don't think it would have been a strong one, but probably something weakish and Clintonesque, like a symbolic bombing of a few random caves and tents in Afghanistan. I sincerely do not believe he would have had the courage to do much more than this. Anyone disagree?
