China Builds Border Fence: Where is Kofi?

China, the bastion of Human Rights, is building a fence to keep out North Koreans from entering the country.

I seem to recall a country that wanted to build a fence along its border to keep out illegal foreigners and the UN quickly condemned it as a violation of human rights, or some such effect.
