Stephen Hayes On Condi Rice's Ineffectiveness

Stephen Hayes of the Weekly Standard writes about Condi Rice's legacy at the State Department and it's not complimentary. Of the few foreign policy successes of Bush's second term, Rice was opposed to the most important one: the surge in Iraq. On the other items (North Korea, Syria, Iran), Rice seems content to allow the Bush Administration to be blackmailed into a "diplomacy only" type of stance.
