Doctor-Owned Hospitals Must Stop Construction on 45 New Hospitals

It's a shame. Doctor-owned hospitals want to expand, but have essentially been ordered to stop all construction of new hospitals because of Obamacare provisions.

How does the prohibition of hospital expansion expand access again - at least according to Democrats?
