Obama: Upholding Values Will Protect Us From Terrorists

It appears that "upholding our values" is enough to keep terrorists from killing us. I'm still not sure what values America didn't uphold. Is he referring to Jimmy Carter with the Beirut bombing? Or perhaps Bill Clinton with the U.S.S. Cole Bombing or the African bombings or the 1993 World Trade Center attack?
