Another First-time Filibuster?

Blue State Conservatives says that Senate Dems are preparing for another filibuster, this time on Bolton's nomination. It would be the first time the practice was ever used on a UN Ambassador. And why is the GOP "warned" not to use the constitutional option to prevent these unprecedented actions?
